Community Demographics

According to Statistic Canada's 2006 report, the total population of the Magdalen Islands is 13,091, with the English-speaking population making up only 6% of the total population, with

830 native speakers. There are two predominantly English-speaking communities: Grosse-Ile and Entry Island. The Municipality of Grosse Ile, located on the east end of the island, holds approximately 510 English-speakers. Entry Island, the only inhabited Island not attached to the main island, has approximately 125 residents. The remainder of the English-speaking population is scattered throughout the Island. Out of the 830 native speakers, 645 are considered to speak English only.

The English-speaking population of the Magdalen Islands is declining. In Grosse Ile, from 2001 to 2006, the population decreased by -2.2% and the current age median is 40 years of age. This is combined with the population of people under 15 years of age only representing 15% of the population. An aging population, fewer births and youth exodus, are all risk factors of a diminishing population.

According to the 2006 statistics, over half of the populations of Grosse-Ile and Entry Island do not have a high school diploma. Though the current trend has increasingly been to obtain education, this is having a mixed effect on the English-speaking community. Because those seeking to obtain a post-secondary education in English must leave the Islands, there is a higher risk that once gone, these people may not return, playing into the youth exodus trend. However, if the youth leave to be educated, and then return, they can contribute to the growth and vitality of the community.

The main industry of the English-speaking community is fishing, with over half of the population being dependent on the industry for employment. This industry does provide the necessary employment for the community, but it again puts the population in a vulnerable position. Other sectors in the English-speaking community include: education, services, retail services, construction, and other.

Community History

Community History

Grosse Ile was the first English Community to have their own municipality. After separating from the Municipality of Havre-aux-Maisons, Grosse Ile became an independent community on November 29, 1892. Grosse Ile remained an independent municipality until a forced merger by the provincial government in 2001, thus becoming part of the Municipalité des Îles-de-la-Madeleine. In 2004, the community held a referendum and voted to preserve and maintain their municipality once again. The Municipality of Grosse Ile was reconstituted on January 1, 2006 and holds a seat on the Magdalen Islands' Agglomeration Council.

Geographic situation

GETTING TO THE ISLANDS

The Magdalen Islands are located in the Gulf of St. Lawrence, or more precisely: 215 km from the Gaspé Peninsula, 105 km from Prince Edward Island and 95 km from Cape Breton Island.

By Air

There are several flights arriving daily to the Îles-de-la Madeleine Airport (YGR) from Montreal, Quebec City, and Gaspé. Flight times vary from one to four hours, depending upon the departure city and the number of en-route stops. During the summer months, there are direct flights from Montreal, with a flight time of two hours and twenty minutes.

Pascan Aviation also connects the Islands with mainland Quebec.

The Îles-de-la-Madeleine Airport is located in Havres-aux-Maisons. The central island of Cap-aux-Meules is located several kilometres away from the airport, so without a car or arranged pickup, a taxi may be required.

By Car

To access to the Magdalen Islands by car, there is a year-round ferry service from Souris, Prince Edward Island. The ferry trip is approximately five hours. For information on the rates and schedules, please consult the CTMA website.

By Cruise

There is the option to arrive to the islands by cruise. The ship leaves Montreal, stopping in Quebec City, Tadoussac, Chandler and finally, the Islands. Please consult CTMA for more information.

By Bus

A bus service runs from Quebec City to the Islands every Friday evening. There are also on demand stops in Rivière de Loup, Edmunston, Fredericton, Moncton, and Charlottetown. There are departures from Montreal, but via Orleans Express to the connection in Quebec City.

GETTING TO GROSSE ILE

Once you have arrived on the Magdalen Islands, venture east on route 199 for approximately 52 km from Cap-aux-Meules. This leisurely drive will allow you to gaze at stretches of rolling dunes, white sand beaches, and blue water. Once you have past the little community of Pointe-aux Loup you are almost there. In the horizon you will begin to see the Mines Seleine (salt mine), which is located at the entrance of the quaint village of Grosse Ile.

Emergency Measures Plan

After having prioritized the needs of the community, the council members have been working diligently to accomplish as much as possible within their four year mandate.

An emergency measures plan is of great importance; therefore, our goal is to produce a final version no later than the spring of 2012.

Economic Development

The Municipality has created partnerships with the CEDEC and CAMI in order to enhance community economic development. By forging ties, these committees have already accomplished many initiatives and are preparing to submit funding requests to further develop the tourism sector within the East end of the Islands in hopes of attracting more visitors to our area.

Construction and Renovation Permits

All request forms for permits and/or certificates are to be completed on-site or returned to the Municipal office when completed, as well as any fees relating to the works to be carried out are to be paid during regular business hours before any permit or certificate will be issued.

After receiving completed forms and the said fees are paid, the Municipal Inspector will study the dossier and visit the location where works are to be carried out. Provided the said works are conforming to the municipal urban planning bylaws in effect, a permit or certificate will be issued at that time.

Community Development and Planning Advisory Committee

MISSION STATEMENT

To provide a home for ongoing discussion, coordinated and informed action in support of the Municipality of Grosse Ile's issues and initiatives.

OBJECTIVES

  • Ensure that the needs of the community are being met and that related issues are being addressed;
  • To promote efforts and initiatives;
  • To support community processes;
  • To stimulate and support coordinated community planning and action;
  • To remain flexible enough that diverse groups can identify with and join in our efforts – allow for evolution and continuous improvement;
  • To facilitate community building – enhanced capacity, identity, pride and a sense of ownership.

OUTLINE OF MEETING PROTOCOL & PROCEDURES

  • The committee is composed of one (1) member designated by the council, whom shall act as president of the said committee, and six (6) residents of the community.
  • The municipal council shall name, by resolution, the members of the said committee and delegate, also by resolution, any person whose services may be deemed necessary.
  • The duration of a members mandate is set at two (2) years.
  • The vice-president is chosen amongst the committee members and shall remain in effect for a period of two (2) years.

ROLE

The advisory committee is a working group comprised of residents chosen by the municipal council to give their opinion regarding community planning matters.

The advisory committee therefore distinguishes between the council committee comprised solely of elected council members and a citizen committee whom puts pressure on the municipal council.

The council relies on the advisory committee who, under their mandate, performs studies and provides recommendations. However, it has no decision making authority.

It is not the responsibility of the advisory committee to hold public consultations on behalf of the municipal council.

Moreover, the committee cannot be mandated to accomplish the tasks of municipal officers. (ex. Director General, Municipal Inspector, etc.)

The advisory committee may discuss their municipal preoccupations linked to the community planning layout.

ZONING BY-LAWS, SUB-DIVISIONS, CONSTRUCTION PERMITS & CERTIFICATES

These community planning by-laws contain all standard procedures passed, that must be followed by all residents who consider proceeding with sub-divisions, modifying a building, or changing the use of a building or property.

MINOR DEROGATION BY-LAWS

The by-law on minor derogation permits the municipal council to authorize a derogation relative to certain dispositions of the zoning or sub-division by-law. The purpose of this derogation is not to modify the concerned by-laws.

BY-LAWS RELATIVE TO CULTURAL AND HISTORICAL SITES

In virtue of the act respecting cultural properties, a municipality may, by law, constitute a heritage site or designate an 'Historical Monument'. The municipality may establish conditions to maintain the historical nature of the site and provide financial and technical assistance.

OTHER MANDATES

The Community Development and Planning Advisory Committee may also be implicated in other mandates related to urban planning and territorial improvements

Town Planning and Economic Development

The Municipality of Grosse Ile has created a Community Development and Planning Advisory Committee geared towards implementing the revised urban planning by-laws within our territory.

The Advisory Committee has been working diligently to complete the revision before the spring of 2012.

All requests for minor derogations are to be submitted at the Municipal office during regular office hours. Monday – Thursday 9:00 am – 4:00 pm.
